It is a culture that the nanny state knows best what to do with your money
it will grab or generate revenue where and when it can and it will waste it
or spend it on projects and services than it has decided that you need or it
just wants.
The right to silence is in existence for every criminal offence from theft
to murder but when the state whats you to fill in a load of forms you had better
complie, as there is no fighting it. Or if you get a parking ticket you are
are guilty until you prove innocence. ie if you choose to fight it, the fine goes up and you take your chance where in the criminal law you are innocent until proven guilty and there are a lot of guilty barstewards pleading not
guilty and getting away with it. Yet there are a lot if innocent parking ticket
victims paying up as the odds are against them.
Furthermore the punishment for a parking offence is disproportinate to the level
of disruption to the fabric of the citizens in society to that of the impact of
someone committing a crime and getting of lightly in comparison.
It is all about revenue. You hurt someone or you hurt the state. Hurt the state
and they will throw resources at you. You hurt someone unless it is a somebody
and you are careful about it, unfortunately you may well get away with it.
