Given what we know now, and what a potentially massive boost to Leadcom the award of BSNL contracts will be, you can see a need for flexible funding and therefore bonds to be issued.

I think the press article is wrong.

Leadcom do not intend to, as yet, go for any bonds to raise money.

I think what is happening is that they are preparing to fund the BSNL work, and therefore will, at a time in the future use bonds, once they announce the BSNL contracts via Ericsson/Nokia, all being well.

The press article should therefore read "Leadcom to raise 30m$ through bonds once BSNL contracts awarded in deal worth around 300m$ to the company" - but of course, the press article cannot say that, its just someone in the Israeli financial community leaking that Leadcom may need to use the bonds some time like mid January onwards perhaps.
