They have to comply with the reporting standards of the market, the market rules dictate the official way in which over 3% holders must report to the company.

Until such time as those holders report to Leadcom of their dealings, they cannot make any announcements, such information is considered restrcted and requires an RNS, but the RNS can only happen when the company is officially informed by those over 3% holders.
