The takeover panel( David Burford) just stated that,for Rybak's breach of the discloser rules, no punishment will be administered other than that which is already in the public domain. We know that there is nothing in the public domain regarding Rybak being punished for the breach so we can conclude that there was/will be no punishment. One thing is certain, which is that the takeover panel knew days before the suspension that it was Rybak who was selling. They said that they had to force him to disclose even after they knew he was selling. Mr Burford spoke personally with Rybak. I can't quite understand why the takeover panel would need the permission from Rybak to go ahead with the disclosure if they had already ascertained what sales he had carried out.
