Having spoken to the broker I am informed the following:
it is not the obligation of the company or its advisers to put out 8.3 announcements. It is the obligation of the shareholder buying or selling to notify. The non-issue of the RNS is nothing to do with the company.
The best that I can suggest is that you contact the AIM team at the Stock Exchange as they will be able to access the records.

As a shareholder in LGB it has been drawn to my attention that a trade of 2,025,000 shares was logged as a single protected transaction at 16:37 on
11 Oct 2005. This information is available from the LSE list of trades for LGB.
Under takeover Rule 8.3 this should have been disclosed to the market with the issue of an RNS within a few days. The RNS was not issued.
Please can the shareholders be told who sold the shares, and why an RNS wasn't issued.
