When you sell an asset for cash, that asset no longer belongs to you.
The agreement to subsidise the railways was made by the previous gov, as the only way to get a rail network at reasonable cost to the end user. I wont argue that this was the right decision, I think it was wrong.
However, the present governments actions in effectively re-nationalising the rail network without paying for it, is wrong! Its no better than theft.
Theft from private investors, pension funds, unions, uncle tom and all.
Now the system is far worse than it was when byers took over, hardly surprising when you see who are now running the co....beancounters, very expensive beancounters.
