That is the whole point. 132 small PIs cannot normally be representative of the whole body of shareholders. Unless of course, they pass on any proceeds of their action to everyone.
It may be that the RA backers are trying to set a novel precedent in this area of law. After all, it would be extremely lucrative for them to do so, given how they could then market themselves as the pioneers of "unrepresntative representative actions".
It will be interesting to see how it all pans out.
