£4,000-a-year private schools proposed

A right-wing think-tank is setting up a chain of "no frills" independent schools, offering parents a cut-price private education.
In a move designed to exploit growing dissatisfaction with the state education system, Civitas wants to create a string of "new model schools", which promise to be free of bureaucratic control and teach pupils subjects not offered in the National Curriculum.
David Green, Civitas director, said the schools — which will charge as little as £4,000 a year — would prove that education can be "established by a small group of committed people and run quite economically so that people from low-income groups can benefit".
Civitas already runs one, Maple Walk School, which is based in a church near Ladbroke Grove, west London. Despite initial scepticism from parents, the school, for 35 children of primary age, now has a waiting list.
It was hoped that the school would initially charge £3,000, but it had to ask parents for an additional £1,000. The think-tank is now looking at three other potential primary school sites and at least one possible secondary school on the same model.
On the Civitas website, the group also asks investors to step in with £1,100 donations, allowing it to expand the scheme as part of an exercise in "social entrepreneurship".
Civitas says £1,000 would be paid back interest free "as and when the directors deem it possible" and the additional £100 would represent the value of shares. The think-tank will pay a dividend of five per cent on the shares when the company is trading at a profit.
The schools would offer activities including yoga and arts and crafts. Lessons in maths, phonics-based reading and French would also be offered.
In a new report released to promote the new schools, Civitas criticised standards in the state sector, saying Government claims of rising literacy and numeracy rates were exaggerated.
"There is a sizeable gap between the Government's claims and actual achievements of the state sector. Ofsted, for instance, has cast doubt on the validity of claims that progress has been made. It recently found that 44 per cent of boys and 29 per cent of girls were leaving primary school unable to write properly."
