The only reason RKH signed up with des was to get early entry into a drill campaign didn't they. If that's not going to happen or RKH think FOGL have a better chance to drill first I see no reason why they wouldn't concider switching if the offer is there. Might even be a chance to play one off with the other to get a bigger slice on the pie.
In that senario why would the be talk between DES & FOGL and in any case isn't the rig format such that any tie-up to drill both areas DES & FOGL must involve a deep sea rig. So in that case DES would be payng more then they need. I see no reason why DES would talk to FOGL unless they agree to drill only one area with one rig. In that case they can only be talking about a merger and then a another share issue IMO.
Clearly BOR are the locals and intend to sit and wait it out till someone finds oil and they can raise money to drill or sell out with a massive profit.
