Well it means that they have to wait until December 2004 but they do get the shares for 10.5p. Share options are always good since with their longish close period insiders don't get the opportunity to buy in the market as other sectors directors might.
So they have every incentive to sustain this price rise.
As you saw on their bb EDG was another small oil share (different location) spotted at 20p last year by the DT (Passing 127p today and still rising strongly).
