I'm not sure he was but in any case emotion aside why is insitutional short selling so bad? Surely as a long term value investor you should be happy for the dips and liquidity?
Generally short selling is just used as a scapegoat by people who are losing and can't face up to the fact that they made a mistake, present company excluded of course ;). I was in Japan when the bubble burst in the early 90's working a big US investment bank. Guess who got the blame? Foreign banks for short-selling the Nikkei (to the extent of death threats against management) rather than muppet longs who had helped inflate the bubble and forget to sell on the way down.
