No idea what they were doing for that 12 months, if that's what you meant by "progress with the license" -- which indeed did seem to include making their own machine. Maybe what's been implied is right -- they got a "good deal" and saw no reason to press ahead. It might be helpful to remember that bprg was financially strapped at the time and a better deal for bprg might have been hard to come by.

The original March 8th, 2004 announcement of the then-unnamed Perrigo stated: "The TABWRAP® machines will be manufactured under license by the licensee ..."

Does this necessarily mean Perrigo was going to manufacture their own machine? Or that they might/could/would have it manufactured for them (as perhaps clarified in the actual ageement -- perhaps with HH)?

This is the rest of those couple of paras in the original RNS: "... and films for TABWRAP® may be supplied to the licensee from the newly acquired BioProgress cGMP film facility in Tampa, Florida USA, generating further revenues and profits for the Company.

To ensure that there is the security of multiple supply sources for film in North America, the US pharmaceutical company will also establish a pharmaceutical standard (cGMP) film manufacturing facility to supply their own film requirements under the exclusive license. This second facility will also exclusively supply BioProgress with film, giving BioProgress guaranteed additional cGMP film capacity in the USA as film requirements grow for all BioProgress technologies and customers in the North American market."

You'd think that since the Tampa "film facility" has had its problems, Perrigo would have pushed ahead on its own to assure its film supply. Did they, didn't they? On the other hand, perhaps they became entirely disenchanted with BPRG under Hind, after seeing his wild-eyed predictions for Tampa, and decided to do nothing at all. And now perhaps Perrigo and bprg, under new management, are "renegotiating." I repeat: there's much we don't know. If we don't get some definitive information on Perrigo pre-BN, then I suppose we can assume they're history as far as bprg is concerned.
