As ever, this company is long on deals - often incestuous - but short on delivery of sales, profit and cash. If I had to guess, I would say that any announcement of a 'deal' would almost certainly be accompanied by a cash call as there will be a lag between signature and revenue (I know you don't like looking back, but gestation periods for this company are measured in years not weeks).
Again, I'm guessing, but I think they might well be in a very nasty vicious circle in that they can't do 'deals' because potential customers/partners are worried about their financial viability and they can't address the issue of viability until they get sales, and they can't get sales unless..........
