For more than a decade, government informants with sealed dockets and multiple identities have engaged in an illegal scheme (the “Scheme”) usurping the identities of hundreds of dormant publicly traded companies (Shell Companies) for use by corrupt law enforcement while profiting millions from their activities. The informants are presently known as Laura Anthony (Anthony), and Michael Anthony (Pollaccia) Anthony and Pollaccia operate from the law firm of Legal and Compliance, LLC (the “Firm”), at 330 Clematis Street, Suite 217, West Palm Beach Florida. Anthony and Pollaccia are referred to herein collectively as the “Informants”

On August 17, 1999, Peter E. Berney, a securities lawyer and shell manufacturer, was indicted in Nevada and two weeks later was charged in the Southern District of New York in connection with his creation shell companies for reverse mergers At the time of the indictment of Berney, he had an inventory of more than 40 “Box Job” shell companies which were forfeited as part of his plea agreement.

Publicly filed documents reflect that Anthony and Pollaccia took a portion of the illegally obtained shell inventory of Berney and another securities attorney, David Stocker who was indicted in connection with shell companies he manufactured. Upon their plea agreements, shell inventory was taken over by the Informants.

Berney’s shells can be traced to numerous securities violaters including Pollaccia, Anthony, Marc Jablon and Joseph Meuse among others.

Pollaccia, Anthony and others locate financially distressed public companies (Distressed Company) that have allowed their good standing status with the Secretary of State to become inactive or revoked by not filing an annual report and paying a fee. This inactive status can be cured by the filing of a one page reinstatement form and payment of a fee of less than $1,000.

Upon locating the Distressed Company whose good standing status has been revoked, the Participants file a state court action seeking to be appointed as a custodian for the benefit of the Distressed Company’s shareholders. Upon a custodian’s appointment, the Participants eliminate the interests of the Distressed Company’s shareholders, and sell control of the Distressed Company for a reverse merger transaction. Upon sale, the proceeds are not distributed to the Distressed Company’s shareholders, they are pocketed by Anthony, Pollaccia and other participants who have profited millions from the decade long Scheme while under the watch of law enforcement.

In furtherance of the Scheme, Anthony submits fraudulent filings with the Securities & Exchange Commission (SEC) and with the Financial Industry Regulatory Authority (FINRA), concealing among other matters how they unlawfully obtained control of the public entity. These filings are viewable by the public at large and relied upon by the public to make investment decisions.

Item 5.03: Amendments to Articles of Incorporation or Bylaws; Change in Fiscal Year.

On February 14, 2013, the board of directors of Lightman Grant, Inc (“Company”) adopted a resolution to change the Company’s name to "QMIS Finance Securities Corporation".

On February 15, 2013, the Company filed a Certificate of Amendment of Certificate of Incorporation with the State of Delaware to change the name. The stockholders who hold majority voting rights of the Company have consented to the name change and the related Certificate of Amendment of Certificate of Incorporation.

After the filing of the Certificate of Amendment of Certificate of Incorporation, we will apply for FINRA’s approval on the proposed name change.

On November 13, 2012, Corporate Services International, Inc./ Michael Anthony (“Seller”), who was the controlling shareholder of Lightman Grant, Inc. (“Company” or “LMGT”), sold 380,000 shares of common stock, $0.001 par value and 5,000,000 shares of Series B Preferred Stock, $0.001 par value, to Chin Yung Kong (“Purchaser”) for an aggregated price of $ 170,000.00. The sold 380,000 shares of common stock represented approximately 77% of the total issued and outstanding common stock of the Company and the sold 5,000,000 shares of Series B Preferred Stock represent 100% of the total issued and outstanding preferred stock of the Company. As result of this share purchase transaction, Chin Yung Kong became the controlling shareholder of the Company. Chin Yung Kong used personal funds for the transaction.

In connection with this share purchase transaction described in Item 5.01, on November 13, 2012, Michael Anthony resigned from all positions he holds in the Company, including Chief Executive Officer, Chief Financial Officer, President, Secretary, Treasurer, and Board Director.

On November 13, 2012, Chin Yung Kong became the President, Board Director, Secretary, Treasurer, Chief Executive Officer and Chief Financial Officer of the Company. The Company has no agreement related to compensation with Chin Yung Kong.

Not sure what they're worth??? Doesn't make sense to R/S a stock with next to no shares outstanding because now there is no market, unless of course they start to dump shares. 51,000 shares in the float now, what a joke.IMO

I noticed the bid being raised on virtually no trades from .003 to .005 to .009 - Somebody wants shares and lots of them that's for sure.

Not sure of the details of the deal they struck. M. Anthony was confident there was no activity for the shell in the last 13 months. Based on what I've dug up I think the former company went private rather than go to pink sheets. There's no information on Pink Sheets and no report filed after 4/2000. I also can't find anything current on the business they had going in 2000 so I suspect they've closed up shop.

Is Micheal Faessler out of this company completely now? I talked to him about 2 1/2 yrs ago. He told me that he was going to try and put things back together.

Welcome Dollar Bill! I've done a lot of research on the former company, mainly to determine share structure and liabilities, but I ran across all the deals they had for the cards, H2O2000, and military stuff. It seems to me that the former company got caught up in the rule changes at the time (2000) as to what was a fully reporting company and what was a pink. They were given an "E" for being late in their reporting under the new rules and filed their last SEC document in Apr 2000. I found some share structure info from July 2000 which is listed in the I-Box but have found no mention of anything since. This is a shell now and one with a low O/S and float which reduces the chance of a R/S once it's got a merger candidate. With Michael Anthony at the helm this has the potential to do something big but it will take time for them to make certain the shell is clean and find a good reverse merger candidate. If you have any information or receive any shareholder updates please let us know.

Hey guys I own this company from way back. The mid to late 90's. My avg is .25 ouch!!! I actually went down to Fl to visit the company. At the time they were getting into the Beanie Brigade or something crazy like that. There main claim to fame was playing cards. They had started to market this machine that used water to weld or something like that. I met with the Ex General or officer or some type that started and owns most of the company. His name is Micheal Fassler.
At the time I visited in the late 90's they had what appeared to be a thriving business....and a web site. It didn't last too long after that everything closed up.
So I am in and would love to recoup a little bit of what I lost back here.

Well it looks like the end of year tax writeoffs are over. I was surprised the PPS dropped so low considering it's been between .005 and .02 for the last ten months but I guess someone needed it for their taxes. The low float and low volume makes this one move fast when something happens. When Michael Anthony files on this one it's going to explode from these levels. I hope Michael keeps this fully reporting, that'll be a big extra with this low float.

Thanks sugar61. I figure with this low float and O/S there's no chance of a R/S. Some of Michael Anthony shells have done really well. With no information, just Michael's name attached to it, this should be trading at least .10. Could be another FNCK. I think they reached $3.70 after the R/M.

Excellent information Lurker! I researched the trading history on SVSR and figured 3-5M in the float max from the way it traded. Nice to have some sort of confirmation.

The Silver Star Intl Inc apparently went out of business years ago. Michael Anthony appears to be working on reactivating it (see I-Box). From the information below the float is very low, just over 5 million with an o/s of 11.3 million.
