BEIJING--China's value-added industrial production will likely grow around 8.3% this year, Miao Wei, minister of industry and information technology said Monday.

That would be lower than last year's growth of 9.7%.

China's industrial growth has been slowing this year hit by overcapacity, a property market downturn and the government's efforts to clean up the polluted air. Value-added industrial output rose 8.3% over the first 11 months of the year.

The government will give out licenses for the LTE-FDD, or Long-Term Evolution Frequency Division Duplex, standard for fourth-generation mobile phone networks "when conditions are ripe," the minister said in a statement, without giving details.
