U.S. Transportation Secretary Ray LaHood released a "Blueprint for Ending Distracted Driving," calling for technology guidelines from auto makers and additional state laws to address the issue, USA Today reported Thursday. The report said California and Delaware will get $2.4 million in federal grants for a pilot program that targets distracted driving. LaHood said similar efforts in Syracuse, N.Y., and Hartford, Conn., have sharply reduced texting while driving, USA Today reported.
