Anthem today gave the following statement to reporters in response to the American Medical Association’s recent letter to the U.S. Department of Justice regarding the pending Cigna transaction:

This letter merely reiterates the comments the AMA has made previously and does not reflect the actual facts regarding Anthem’s acquisition of Cigna.

Together, Anthem and Cigna, which have limited overlap in a highly competitive industry, will be in a better position to improve consumer choice and quality. Additionally, we will deliver for consumers by operating more efficiently to reduce our own costs, while enhancing our ability to manage the cost drivers that negatively impact affordability for consumers.

Some AMA members may fear that a combined Anthem-Cigna will be able to negotiate lower rates for their services—even though that could translate to lower prices for consumers. Providers play a critical role in our health care system, and they share responsibility for keeping health care affordable. Both Anthem and Cigna have been pioneers in changing our approach to collaborating with the delivery system to share risk and change the cost structure to reimburse based on quality and outcomes.

Consolidation among hospitals and physician groups is a real and growing concern for consumer affordability. A recent analysis found that physician prices for groups acquired by hospital systems jumped by 14%, on average. A separate study showed that large, self-insured employers paid lower prices for care in markets where insurers had a better negotiating position.

Anthem’s merger with Cigna creates a unique opportunity to benefit consumers by accelerating the move to value-based reimbursement which will provide improved health outcomes for members at lower cost—achieving savings that can be reinvested to benefit current and future members.
