Barclays today announced the appointment of Richard Fisher, former President and Chief Executive Officer of the Federal Reserve Bank of Dallas, as a Senior Advisor, effective July 1, 2015.

Mr. Fisher served as President and CEO of the Federal Reserve Bank of Dallas from April 2005 to March 2015. Prior to this, he was Vice Chairman of Kissinger McLarty Associates, a strategic advisory firm. From 1997 to 2001, Mr. Fisher was Deputy United States Trade Representative with the rank of Ambassador. In this role, Ambassador Fisher oversaw the implementation of the North American Free Trade Agreement (NAFTA), the largest trading relationship of the United States. He also negotiated the U.S.-Korea Auto Agreement of 1998; the U.S.-Vietnam Bilateral Trade Agreement, signed in 2001; and the initiation of the U.S.-Singapore Free Trade Agreement. In addition, Ambassador Fisher played a key role in negotiating the U.S.-China agreement for Chinese accession to the World Trade Organization (WTO) and, separately, the accession of Taiwan to the WTO.

Before joining the Office of the United States Trade Representative (USTR), from 1987 to 1997 Mr. Fisher was Managing Partner of Fisher Capital Management, an investment advisory firm he founded, and Fisher Ewing Partners, a separate funds management firm. Prior to that he was Senior Manager of the private banking firm Brown Brothers Harriman & Co., where he began his career in 1975. For a period from 1977 to 1979 he served in the U.S. Treasury Department as Assistant to the Secretary of the Treasury.

Mr. Fisher currently serves on the Boards of PepsiCo and AT&T.
