State and Accenture Have Completed Two of Three
Major Releases, Targeting July 2016 for Final Deployment
The State of Wisconsin and Accenture (NYSE:ACN) have
successfully deployed the first two phases or “releases” of the
State Transforming Agency Resources (STAR) project over the past
seven months. Accenture was selected through a competitive
procurement process in 2014 and is serving as system integrator to
help the state achieve a consolidated and integrated IT system to
replace more than 100 outdated, disparate systems.
The STAR project is consolidating diverse IT systems in multiple
agencies onto Oracle’s PeopleSoft platform. Analytics capabilities
have been included in each phase, to support insight-driven
operations across the new digital platform. The structure is
designed to improve efficiency, consistency and capabilities for
cooperation across all state agencies, and will provide an
enterprise-level framework for the state’s most crucial IT
infrastructure.
“We are pleased with STAR’s progress as we successfully work
through the stabilization of this large scale upgrade of our IT
framework and approach the final phase of deployment,” said John
Hogan, Assistant Deputy Secretary and STAR project sponsor. “The
project is on schedule and on budget and independent experts
looking at the results have corroborated our success thus far.”
Release 1, deployed October 2015, covered finance and
procurement systems. Release 2, deployed January 2016, included
human resources, payroll and benefits systems. Release 3, the final
implementation phase, covers the Wisconsin Department of
Transportation, and is on track for deployment in July 2016.
“This project will enable Wisconsin’s state government to better
serve citizens and provide state workers and managers with modern
IT tools,” said Dave Andrews, Accenture managing director who leads
the work on the project. “The ongoing digital revolution presents
huge opportunities for state governments, and STAR is really
fundamental to meet Wisconsin’s need for IT scale and greater
operational consistency across agencies.”
