HARRISBURG, Pa., Jan. 30, 2015 /PRNewswire-USNewswire/ -- The
Pennsylvania Liquor Control Board unanimously voted to revise the
employee Code of Conduct to conform to Governor Tom Wolf's recently signed executive order
banning gifts.
"The Pennsylvania Liquor Control Board already had one of the
most restrictive codes of conduct in Pennsylvania state government but these
modifications make it even stronger," said PLCB Chairman
Joseph E. Brion. "We firmly support
the Governor's actions and felt it important to voluntarily update
our Code of Conduct to promote consistency in state government and
provide clarity to our employees."
PLCB employees are prohibited by law from accepting any gift
from a wine or spirits vendor or contractor. However, within the
agency's Code of Conduct, there were a few exceptions for gifts
from those who were not wine and spirits vendors or contractors.
For example, PLCB employees were allowed to accept nominal gifts,
such as a T-shirt or pen, from liquor licensees who are regulated
by the board. Those exceptions have now been eliminated.
In an effort to promote the highest ethical standards, in
September 2014, the PLCB reissued the
employee Code of Conduct. Each agency employee was required to sign
an acknowledgement that he/she read and understood the code. In
addition, the agency created a new Vendor Code of Conduct to
outline the relevant ethical rules for those conducting business
with the PLCB. Vendors also were asked to sign an acknowledgment of
understanding.
The PLCB regulates the distribution of beverage alcohol and also
operates more than 600 Fine Wine & Good Spirits stores
statewide. Taxes and store profits are returned to Pennsylvania's General Fund. For more
