Barclays PLC on Monday named Richard Fisher, who recently retired from his post as head of the Federal Reserve Bank of Dallas, as senior adviser at the bank.

Since leaving the Federal Reserve in March, Mr. Fisher has also joined the board of AT&T Inc. and PepsiCo Inc.

Barclays said the appointment is effective July 1.

"His exceptional knowledge and extensive experience in monetary policy, financial markets and services, global trade negotiations and regulatory matters will be of tremendous value to Barclays and to our clients," said Tom King, who is chief executive of the investment bank at Barclays.

Mr. Fisher served as president and CEO of the Dallas Fed from April 2005 to March 2015. During his tenure, Mr. Fisher was one of the few Fed officials with direct market experience, after a career dominated by his time as an investor.

He spent much of his time at the Fed at odds with its policy choices. But he will be remembered as much for an extremely colorful speaking style that contrasted delightfully with the formal, jargony and sometimes turgid talk of many other central bankers.

He previously was a deputy U.S. trade representative.
