Aqua America, Inc. (NYSE: WTR) President and CEO Christopher Franklin today announced the promotion of Colleen Arnold to the position of deputy COO from manager of water quality and environmental compliance.

As deputy COO, Arnold will report directly to Chief Operating Officer (COO) Rick Fox and assist him in the management of all of the company’ regulated operations including network distribution, production, engineering water quality and environmental compliance throughout all eight states.

“Colleen brings a great blend of traditional operations management experience coupled with an extraordinary background and education in water quality, which is the primary focus of what we do,” said Franklin. “Whether we are delivering tap water to our customers or returning treated wastewater to the environment, the bottom line of it all is quality.”

In addition to her years at Aqua, she also worked as a utility director for a municipal system and as a consultant with two top-tier firms, always with a focus on water and wastewater operations,” said COO Rick Fox. “On top of the routine responsibilities of her previous management positions, Colleen organized and oversaw Aqua’s Compliance Assurance Program, to ensure compliance with environmental regulations, and permits for all Aqua operations and established an asset management framework and implementation of a work order management system for the City of Wilmington's water distribution network. I look forward to her leadership and expertise in guiding our utility operations.”

Arnold joined Aqua first in 2007 as manager of treatment and water quality at Aqua Pennsylvania following nine years of varied experience working for consulting firms, for which she provide services to water and wastewater utilities in New York City, Philadelphia, Pennsylvania, and Arizona. She left the company in 2009 to accept the position of assistant director of the City of Wilmington’s (Delaware) water division, and returned to Aqua America in 2013 in her most recent position of manager of water quality and environmental compliance.

Arnold, a licensed professional engineer in Delaware, earned her B.S. in civil engineering from the University of Massachusetts and her M.S. in environmental engineering from Manhattan College. Her professional memberships include the American Water Works Association for which she is chairman and trustee for its Distribution and Plant Operations Division; the American Water Resources Association and the Water Environment Federation. Her honors include being the 1998 Thomas R. Camp Scholarship Winner; the 1993 Stearns & Wheeler Environmental Engineering & Science Award; membership in the Chi Epsilon Civil Engineering National Honor Society and the Tau Beta Pi Engineering National Honor Society; and being named Outstanding Women Engineer of the Year 1992 by the Society of Women Engineers
