MUMBAI -(Dow Jones)- Vodafone Essar Ltd., the Indian unit of Vodafone Group PLC (VOD), said Wednesday it launched a per-second billing plan for prepaid customers in Delhi and its adjoining areas. The company will charge INR0.01 per second for all local and long-distance calls within India, it said in a statement. Vodafone's move follows similar plans launched by rivals Bharti Airtel Ltd., Reliance Communications Ltd. and Tata DoCoMo Ltd. Per-second billing was triggered by the entry of Tata DoCoMo, a joint venture between India's Tata Teleservices Ltd. and Japan's NTT DoCoMo Inc.
