BRUSSELS -(Dow Jones)- A vote by members of the European Telecommunications Standards Institute (ETSI) on which format to use for the next generation of mobile phone SIM cards has been delayed by at least a month, according to a person close to the matter. Members had been due to vote on the new format at ETSI's Smart Card Platform plenary meeting in the south of France Friday, but there was considerable tension ahead of the meeting over rival proposals put forward by Apple Inc. (AAPL) and Blackberry manufacturer Research in Motion Ltd.
